In September 2001, the work of Mechanical Standards Committee, the Industrial Safety Standards Committee and the Packaging Standards Committee were converged and undertaken by the General Engineering and Safety Standards Committee (GESSC) to support national initiatives in improving productivity, enhancing quality and promoting a safer and healthier workplace. The GESSC was renamed as Quality and Safety Standards Committee (QSSC) in April 2017 following an expansion of the scope of the committee.
In April 2023, QSSC was renamed as Safety and Quality Standards Committee (SQSC) with a renewed emphasis on safety. SQSC focuses on the development and promotion of key standards for products, processes and practices related to workplace safety and health and sports safety, and management systems, processes and capabilities in areas of business continuity, organisational resilience, emergency management, protective security, quality management, risk management and compliance. The SQSC also supports the testing, inspection and certification industry through development of conformity assessment standards.
The Safety and Quality Standards Committee (SQSC) has published and presently oversees the following standards across four technical domains:

Standard deliverables include Singapore Standards and Technical References. Standards are developed primarily through adoption of international standards and development with inputs from industry.

Singapore Standards (SS) are nationally recognised documents, established by consensus. They are functional or technical requirements in the form of specifications for materials, product system or process, codes of practice, methods of test, terminologies and guides.

Technical References (TR) are transition documents developed to help meet urgent industry demand on a particular product, process or service in an area where reference standards are not available. Unlike Singapore Standards, TRs are not gazetted and are issued without the consensus process.
