MANUFACTURING STANDARDS
COMMITTEE (MSC)

Manufacturing Standards Committee (MSC)
The Manufacturing Standards Committee (MSC) identifies, develops, and promotes critical standards to support the growth of Singapore’s manufacturing and general engineering sectors. It supports priority areas under the relevant Industry Transformation Maps, as well as emerging areas identified under the Advanced Manufacturing and Engineering domain in Research, Innovation and Enterprise 2025 Plan (RIE2025).
The Manufacturing Standards Committee (MSC) has published and currently oversees the following standards across four technical domains:
Total Standards
Standard deliverables include Singapore Standards (SS) and Technical References (TR). These standards are developed primarily through the adoption of international standards or with input from the industry.
Singapore Standards (SS)
Singapore Standards are nationally recognised documents established by consensus. They outline functional or technical requirements in the form of specifications for materials, product systems or processes, codes of practice, test methods, terminologies, and guides.
Technical References (TR)
Technical References are transitional documents developed to address urgent industry needs for a specific product, process, or service, particularly in areas where reference standards are not yet available. Unlike Singapore Standards, TRs are not gazetted and are issued without a consensus process.

International Participation under MSC
ISO - International
Organisation for
Standardisation
ISO is an independent, non-governmental organisation, whose membership consists of different national standards bodies. Singapore is a full ISO member since 1966.
IEC - International
Electrotechnical
Commission
IEC is an international standards organisation that prepares and publishes international standards for all electrical, electronic and related technologies. Singapore is a full IEC member since 1990.
Participating member (P): P-members actively participate by voting on the standard at various stages of its development.
